«La révocation des licences de ces institutions est devenue nécessaire parce qu’elles sont insolvables, même après un délai raisonnable dans lequel la Banque du Ghana les a engagées dans l’espoir qu’elles seraient recapitalisées par leurs actionnaires pour les ramener à la solvabilité » indique le communiqué de la BOG( Banque of Ghana).
Selon la BOG, ces institutions n’ont « aucune perspective raisonnable de redressement et
leur persistance en place pose de graves risques pour la stabilité du système financier et pour les intérêts de leurs déposants »,
La Banque centrale a déclaré en outre, que ces mesures avaient été prises en vertu de l’article 123 (1) de la loi de 2016 sur les banques et institutions de dépôt spécialisées (loi 930). Ce dernier oblige carrément la Banque du Ghana à révoquer l’agrément d’une banque ou d’un dépôt spécialisé. Ainsi qu’une-institution de prise (SDI) lorsque la Banque du Ghana détermine que l’institution est insolvable.
La Banque du Ghana a par ailleurs nommé Eric Nipah en qualité de séquestre des institutions spécifiées, conformément à l’article 123 (2) de la Loi 930.
Rappelons, depuis juin 2019, la banque centrale du Ghana a sanctionné en retirant leur licence à 347 sociétés de microfinance et à 39 sociétés de microcrédit du pays. Cette décision a pour but de préserver la stabilité de système financier du pays. Le destinataire de ces 347 sociétés de microfinance a déclaré ce mi -Août 2019 avoir jusqu’à présent réglé des sinistres pour un montant total de 90 millions GHS.
